That's Toei Logic (pfft) It would be true if Goku hadn't improved between those two fights which is obviously what Toei thinks. I mean between M12 and M13, not between #19 and Perfect Cell. They're the people who give him nonsensical power-ups out of the blue (Boo saga, anyone?) or just power-ups that are absurdly large for real no reason (basically all of GT).

FireFox Favourite Manga Sailor Moon	The way Goku fights in M12 and M13 he could easily be the same power. Goku was simply more durable then Gohan and Gotenks in m13 he didn't have to be a lot stronger and Anime Goku was almost Gotenks tire anyway.
